If you look under the type of each armor, it will tell you where it can be crafted.

There is also no level requirement to wear armors. You can be lvl 1 with max AL if you can get it.

On the wiki you can see where to get a specific armor. There is no level limit to it, but elite armor cost 10 times as much as the normal version, it is just as effective as the normal version, just prettier.

In the portal available from 'Sunspear Sanctuary' you will find the 'Elite Sunspear' armor, in the 'Command Center'

'Vabbian', which you will find in the 'Kodash Bazzar'
'Primeval' you will have the option to buy in the ending section of 'End-Game Nightfall' (Take the required materials with you when you do the last mission, as this is the only way you will be able to get the armor)
'Ancient', you will find in the 'Bone Palace'

A very important point to make:
Elite armor has identical stats to normal armor, it just looks better and is more expensive. Elite armor can be found in various locations in later areas of the game.

If you don't have the cash to waste, get regular armor, otherwise you won't be equiped to play.
